Sung from Kiryu's point of view while reminiscing about Nishiki in Yakuza Kiwami and onwards (Yakuza Kiwami 2 and Yakuza 6). In context I take the lyrics to mean that despite everything Nishikiyama ends up doing, Kiryu wouldn't hesitate to give him a second chance ...if he could.
